Cities are built around the artifacts around the world, so that all Sarseians who wish to live around the universities they have built may do so with little travel required. Homes are very naturalistic and resource-light, using brick, adobe, concrete and wood that will withstand the frequent seismic events. Rather than clearing an entire forest, they still use manual methods of felling trees, and then replant the life they removed.
Sarseians prefer to live in closely knit groups within the city itself, and may opt to live in communal housing, though most choose individual housing within their groups.
Hierarchy (Northern vs Southern)
Northern and southern governments are vastly different, though both follow a similar order in that each group supports a hierarchical structure where a group of individuals is governed by an elected individual from that group. If the city is large enough, a group of those individuals will form a committee, and an individual will be elected from that group to represent them on the city's council. This hierarchy extends all the way to the world level, where individuals from each capital city gather to discuss world needs. These groups may also oversee peacekeeping officials or individuals who check the needs and wants of the general populace.
The groups in the south are not usually military-influenced, whereas the northern groups are usually run and funded by the military. Crime is taken up into district, city, region, or world courts should the issue become so dire it needs to do so. As there is no organized religion, rarely do disputes arise about beliefs.
Each city with an artifact is considered the capital of the region and is the gathering place for people wishing to understand their abilities, wishing to broaden their understanding of unrelated abilities, or merely those looking for individuals with certain abilities.

There are a total of thirteen artifacts dotted around the world, two of which are linked allowing communication between the two. These artifacts have acted as gathering places and, because of this, the Sarseians have built cities and universities around each one.
Agriculture
Nestled in a crescent of cliffs and mountains, an aqueduct network has been erected here to keep the entire basin fertile, moist, and ready to be tilled. Anything and everything can grow here in the fringe of the tropical zone.
Architecture
Atop a hill along the corridor bridge, a huge sprawling library built of white marble houses thousands of blueprints and designs for construction of anything from buildings to mechanical components.
Body Energy Artifact
A mecca of sorts, aligned to the poles, a set of rejuvenating pools, to control their energies, refill and refresh, cleanse their chi pools. Artificially made, descending pools (in chi order) lit from beneath, some have pedestals to sit and meditate on. Markings and diagrams for study, some are heated, some chilled. Waterfalls, bubbling pools, 'shower' style artificial rain on some. Sections that allow learning astral projection and telepathy. Haneh (Power) is one of the tech capitals of the world, and is governed by a monarchy that leaves little power to the individual, but organizations are given some influence, especially science and technology. Due to the abundance of government-owned homes and plentiful jobs, most citizens do not know poverty here. The land surrounding Haneh is semi-arid desert, so there's long stretches between Haneh and other cities surrounding it. Its artifact is a chamber that builds temporary mechanical suits meant to aid in construction and defense. These suits will disintegrate 8 hours after creation, or if the distance from the chamber exceeds 100 miles. Up to 12 can be created per day. The city has approximately 4 million citizens.

They have a socialist/federalist structure, with a large council consisting of the trade guilds' leaders and groups of citizens that keeps everything in check. The city has approximately 7.5 million citizens.
